There is no big different between ICDL and OSICDL, the first one is related to Microsoft and other companies products to educate youth the latest companies product, but the second one (OSICDL) is not related to any company products its related to open source and free software which educate youth to know more about the core applications and to be more familiar about the open source and free software to use in the daily life without requirements to pay money for any one to acquire licenses, its free and open for all people around the world.
